Cannot connect database when using manual proxy setting

When using manual proxy settins/proxy type SOCKS a remote database cannot be connected. "Use proxy server" in Wind 7 is not enabled, IP address and port for the database is correct, firewall allow connections (client/server). The same issue on linux client.
