Availability of "Create Row ... Data Monitor" context menue items

Hej

I am using outdated 14.0.4 so my issue might be equally outdated.

I noticed that sometimes there is the context menue item to create data monitors, some times it is not there. Is there a rule to that like "Query must not contain aggregation", "Must not exceed 20 lines" …

I shall try to add some examples.
